Performance tiers
Build priority, not a different payout formula.
Starter, Verified, Pro, and Elite recognize completed jobs, rating, callback rate, response time, and documentation. They can affect matching priority and which scopes you are considered for. They do not change the fixed payout for the same validated scope.

Licensing
Every scope needs a current authorization path.
A regulated scope can be claimed only when the responsible provider has the current licence, registration, classification, or other authority required by that state and locality. Future work may use DPOC authority only after the correctly named DPOC entity holds the applicable authority and that exact path is approved. Cleaning, hauling, washing, and other non-construction scopes still require insurance and a time-bounded written determination for the exact jurisdiction; the site does not declare whole categories exempt. Authority status never changes the fixed provider payout or DPOC retained share.
